For years, the grant was promised by the government, and seeks to provide a universal income for citizens. However, financing remains a roadblock for the initiative.
Department of Social Development Minister Sisisi Tolashe said, “The Social Relief of Distress grant has functioned as a transitional instrument, allowing the government to test administrative capacity and assess fiscal implications before committing to a permanent Basic Income Support.
“Evidence suggests that when beneficiaries are linked to economic opportunities, they are better able to leverage social assistance to improve their livelihoods.”
The new BIS grant is expected to link beneficiaries to training, job-seeking, and other small business opportunities.
